PTDI Promotes the Establishment of an AMTO and Integrated MRO Facilities to Strengthen the Aerospace Ecosystem in Bali
Bali (25/11) – PT Dirgantara Indonesia (PTDI) continues to strengthen its role in developing Indonesia’s aerospace industry ecosystem through cross-sector collaboration in the Province of Bali. This initiative forms part of PTDI’s support for the Kerthi Bali Economic Transformation, which focuses on green, resilient, and sustainable development by enhancing local potential beyond the tourism sector.
Bali holds a strategic position along domestic and international flight routes and has significant potential to grow as a center for Maintenance, Repair & Overhaul (MRO) activities in the central and eastern regions of Indonesia. Recognizing this potential, PTDI is exploring collaboration with local government bodies, universities, and industry partners to establish an integrated aerospace ecosystem. This does not only include aircraft maintenance activities but also the development of Human Resources (HR) through the establishment of an internationally standardized training institution—an Approved Maintenance Training Organization (AMTO)—in North Bali.
Through the establishment of this AMTO, PTDI aims to collaboratively focus not only on knowledge and technology transfer but also to create learning opportunities for young generations to pursue careers in aviation, while ensuring the availability of competent HR in the MRO sector. The AMTO development is a key pillar in establishing a learning center and a comprehensive aerospace industry ecosystem in Bali, with a long-term vision of positioning North Bali as a national aviation hub.
This initiative aligns with the vision of the Bali Provincial Government in realizing the Kerthi Bali Economic Transformation, wherein a knowledge-based economy is essential for creating quality jobs and fostering equitable regional growth. The development of AMTO-standard training centers and MRO facilities in North Bali is expected to strengthen the competitiveness of local HR and attract investment in the aviation and aerospace technology sectors.

By integrating AMTO training functions with MRO development in North Bali, we aim to create a complete aviation ecosystem—from education and certification to industrial activities—which will ultimately generate added value for both the regional and national economy,” said Gita Amperiawan, President Director of PTDI.
AMTO Socialization as the Foundation for Aerospace Ecosystem Development in Bali
As a concrete step toward implementing aerospace ecosystem development in Bali, PTDI conducted an AMTO socialization program on 5 November 2025 at Anathera Resort Kuta. The session included presentations to the Bali Provincial Transportation Agency, the Provincial Office of Education, Youth & Sports, as well as several educational institutions and universities from Bandung and Bali. Through this initiative, PTDI encourages multi-layered collaboration between local government, industry players, and academia to prepare competitive and competent HR in the MRO sector.
Furthermore, the potential for the MRO industry in Bali is strengthened by the maintenance needs of turboprop aircraft operating across Central and Eastern Indonesia. With adequate MRO facilities in Bali, aircraft maintenance activities can be carried out more efficiently without needing to send aircraft outside the island. In addition to strengthening the national aerospace supply chain, this initiative also aims to increase regional revenue through broad multiplier effects—from hospitality and transportation sectors to tax contributions from local MRO industries.
FGD and Strengthened Collaboration for Further Implementation
To deepen discussions and refine the implementation plan for the AMTO program and the development of Bali’s aerospace ecosystem, PTDI held a Focus Group Discussion (FGD) titled “Building Bali as an AMTO Training and Certification Hub” with academics, industry representatives, and regulators to strengthen MRO HR competencies in central and eastern Indonesia. The event took place on Tuesday (25/11) at the Banjar Ballroom, 3rd Floor, Anathera Resort Kuta. The FGD served as a strategic forum to align competency requirements, training models, collaboration opportunities, and the roadmap for developing training centers and MRO facilities in North Bali.
Alongside the forum, PTDI also carried out the signing of a Memorandum of Understanding with the Bali Provincial Transportation Agency, PT Bali Widya Dirgantara, PT Bali Kerthi Byomantara, and universities in Bali regarding education, research, community engagement, and HR development in collaboration with Bali’s higher education institutions.
