To Strengthen the Aerospace Ecosystem, PTDI Advances Plans for Establishing an AMTO and MRO Facilities in Bali
The geographical position of Bali along domestic and international flight routes is considered highly strategic for strengthening Maintenance, Repair & Overhaul (MRO) services. This position also offers significant opportunities for Bali to grow as an aviation industry hub for the central and eastern regions of Indonesia.
Recognizing this potential, PT Dirgantara Indonesia (PTDI) has begun opening avenues for collaboration with local governments, academic institutions, and industry partners to encourage the development of an integrated aerospace ecosystem. This initiative aligns with the Kerthi Bali Economic Transformation, which aims to foster green, inclusive, and sustainable economic growth based on local potential beyond the tourism sector, which has long been Bali’s main economic pillar.
One of the initiatives currently being prepared is the establishment of a nationally standardized training institution, the Aircraft Maintenance Training Organization (AMTO), in the North Bali region. Through this facility, PTDI aims to develop human resources capable of contributing to the aircraft maintenance sector while strengthening the availability of competent workforce for the MRO industry.
The establishment of AMTO is designed not only as a center for knowledge transfer but also as a learning platform that enables Bali’s younger generation to enter the aviation sector with industry-ready competencies. The institution is expected to evolve into a key foundation for developing aerospace activities in North Bali and to support the formation of a stronger national aviation hub.
PTDI President Director, Gita Amperiawan, explained that Bali has great potential not only as a tourism destination but also as a strategic area for aerospace industry development. Gita emphasized that integrating AMTO training with MRO facilities in North Bali will be essential in building a comprehensive aviation ecosystem—from education and certification to aircraft maintenance operations.
According to Gita, Bali also has significant potential to support the maintenance needs of turboprop aircraft that operate heavily in the central and eastern regions of Indonesia. With adequate MRO facilities in place, maintenance activities can be carried out more efficiently without the need to send aircraft outside the region. “This efficiency ultimately supports the strengthening of the national MRO industry while generating multiplier effects for the regional economy,” he said.
PTDI’s efforts align with the vision of the Bali Provincial Government, which promotes economic diversification through a knowledge-based economy. The government believes that strengthening local workforce skills in strategic sectors such as aviation can contribute directly to equal economic growth across the island, especially in North Bali, which is being positioned as a new industrial development zone.
With the establishment of an AMTO-standard training center and the planned development of integrated MRO facilities, investment opportunities in aviation and aerospace technology are expected to grow significantly. This infrastructure will also support the supply of local human resources with technical competencies aligned with applicable aviation curricula and certification standards. PTDI views this initiative as a crucial step toward strengthening Indonesia’s national aerospace industry supply chain.
As a concrete step, PTDI held an AMTO socialization event on 25 November 2025 at Anathera Resort Kuta. The event was attended by I Gede Nyoman Ari, Head of Maritime Affairs at the Bali Provincial Transportation Agency; representatives from the Provincial Office of Education, Youth & Sports; as well as several universities from Bandung and Bali. Through this socialization, PTDI encouraged multi-stakeholder collaboration to gradually and effectively develop a competitive workforce for the MRO sector.
In line with the socialization program, PTDI also held a Focus Group Discussion (FGD) themed “Building Bali as an AMTO Training and Certification Hub.” The forum served as a platform to align competency requirements, training models, and collaboration opportunities between academia, industry players, and regulators to strengthen MRO workforce capacity in central and eastern Indonesia.
During the event, PTDI also signed a Memorandum of Understanding with the Bali Provincial Transportation Agency, PT Bali Widya Dirgantara, PT Bali Kerthi Byomantara, and several universities in Bali. The agreement covers cooperation in education, research, community outreach, and human resource development, which is expected to serve as a collaborative foundation for building Bali’s aerospace ecosystem.
